At Japan Aviation Service (JAS), safety is our highest priority. We are committed to maintaining strict safety standards and proactive risk management across all operations.

Japan Aviation Service (JAS) has obtained IS-BAH (International Standard for Business Aircraft Handling) certification at all five of its operation sites: Haneda, Narita, New Chitose, Kansai, and Naha. This demonstrates our compliance with globally recognized safety standards. JAS is the first ground handling company in Japan to achieve IS-BAH certification simultaneously at five locations. This achievement is a testament to the safety, efficiency, and quality of the services we provide, recognized at an international level. We remain committed to fostering a strong safety culture and to continuous improvement in all aspects of our operations.

1. Safety Policy

Maintenance and Operation of the Safety Management System (SMS)

To prevent accidents, incidents, and injuries, we have implemented and operate a Safety Management System based on international standards. We continuously identify and assess risks to ensure proactive prevention and ongoing improvement.

Encouraging Information Sharing and Reporting

We encourage all stakeholders—employees, contractors, and customers—to actively report hazards, incidents, and irregularities. We assure everyone that no one will be disadvantaged as a result of their reporting.

Non-Punitive Policy

Employees who report issues related to quality, safety, security, or compliance will not face any disciplinary action, except in cases involving intentional misconduct or violations of the law.

Safety is the responsibility of every employee. At JAS, we promote a shared sense of safety awareness and accountability to foster a strong safety culture.

The Executive Managing Director and all members of management bear the ultimate responsibility for ensuring safety. We are committed to providing the necessary resources and support to uphold and advance safety at JAS.

2. Safety Management System

JAS has implemented a Safety Management System (SMS) based on ICAO principles, fostering a proactive safety culture throughout the organization. Our SMS framework encompasses four key pillars: Safety Policy, Risk Management, Safety Assurance, and Safety Promotion. This structured approach ensures that all employees actively contribute to maintaining and enhancing operational safety.

3. Risk Management & Safety Assurance

JAS conducts thorough risk identification and assessment across all operations and adheres to the principle of reducing risks to a level that is As Low As Reasonably Practicable (ALARP). Through regular audits, performance monitoring, and data-driven analysis, we maintain an effective safety assurance process to support continuous operational reliability.

4. Training & Competency Development

Human resource development is integral to maintaining operational safety at JAS. We provide structured theoretical and practical training in accordance with IS-BAH standards to ensure all staff attain and maintain the required competencies. Through regular assessments and refresher programs, we promote continuous improvement in technical skills and safety awareness.

5. Continuous Improvement

JAS promotes continuous improvement by actively collecting operational feedback and analyzing safety data. To prevent incidents and mitigate risks, we employ a comprehensive PDCA (Plan-Do-Check-Act) cycle across all levels of the organization, ensuring sustainable enhancement of safety performance.

6. Certifications & Audits

JAS ensures the reliability of its safety management systems through third-party certifications, including IS-BAH. We conduct regular external and internal audits to objectively assess the effectiveness of our procedures and safety programs, and implement corrective actions when necessary to uphold compliance and best practices.
